CHANGES IN LAWS AFFECTING PROPERTY OWNERS
Do You Own a House Other Than Your Principal Private Residence EVEN IF THIS PROPERTY IS LYING IDLE?
The Local Government (Charges) Act 2009 has introduced a €200 charge for the owners of non-principal private residences. The charge applies mainly to owners of private rental property and holiday homes. It also applies to vacant residential property unless newly built but unsold.
PLEASE NOW NOTE THE LIABILITY DATE FOR THE 2010 NON PRINCIPLE PRIVATE RESIDENTS CHARGE IS 31st MARCH 2010. Pay before the 1st July 2010 to avoid late payment fees for the 2010 charge. Late payment fees of €20.00 per month, per propery apply from the 1st July 2010 for the 2010 charge.

Building Energy Ratings
A BER is similar to the energy label for a household electrical appliance like your fridge. The label has a scale of A-G. A-rated homes are the most energy efficient and G the least efficient.
From the 1st of January 2009 a BER certificate is compulsory for all homes being sold or rented. All new homes (even when not for sale) must have a BER certificate before they are occupied. BER assessments performed on new dwellings will also help determine compliance to Part L of the Building Regulations.
BER's can be carried out by BER Assessors, registered by Sustainable Energy Ireland (SEI). A list of such BER Assessors can be obtained from Clare Tipp Properties. It is an offence for persons not registered with SEI as BER Assessors to purport to carry out a BER assessment service for the purposes of the Regulations.
